限期将至,HBCD全面淘汰需加速

        六溴环十二烷(HBCD)作为一种性能优异、技术成熟、价格便宜的阻燃剂,在可发性聚苯乙烯(EPS)和挤塑聚苯乙烯(XPS)保温材料行业发挥着不可或缺的作用。但与此同时,作为持久性有机污染物(POPs),根据《斯德哥尔摩公约》以及我国的《〈关于持久性有机污染物的斯德哥尔摩公约〉新增列六溴环十二烷修正案》(简称《修正案》),HBCD即将在2021年年底永久性退出历史舞台。全面禁止使用HBCD之后,整个有机保温材料行业的发展将面临严峻挑战。


Deadline Approaching: the Total Phase-out of HBCD Needs to be Accelerated

        Hexabromocyclododecane (HBCD) plays an indispensable role in the EPS and XPS thermal insulation material industry as a flame retardant with excellent performance, mature technology and low price. However, at the same time, as persistent organic pollutants (POPs), according to the Stockholm Convention and China's Stockholm Convention on Persistent Organic Pollutants (POPs) Newly Listed Hexabromocyclododecane Amendment (the Amendment), HBCD will be permanently retired from the history stage at the end of 2021. After the total ban on the use of HBCD, the development of the whole organic thermal insulation materials industry will face serious challenges.

在鄱阳湖附近,大量的鱼因神经中毒而死去

        位于江西南昌进贤县的马咀湖,大量的鱼因神经中毒而死去。

        此处三面环水,北边鄱阳湖,西边青岚湖,东边军山湖。原本相连的马咀湖和青岚湖被一道大堤隔开。

        3月16日,进贤县农业农村局发布调查报告称,死鱼事件发生在马咀湖生态芡实水域种植基地,该基地由一家公司承包。为了进行消杀,该公司在芡实种植区域喷洒了甲氰菊酯。正是此举导致大量鱼类的意外死亡。据进贤县调查报告,上述公司在马咀湖投放甲氰菊酯是为了清除春季时芡实上的一些害虫,即作为清塘剂在使用。

甲氰菊酯又称“灭扫利”,是一种拟除虫菊酯类农药,属于神经性杀虫剂。该产品注意事项指出,对鱼介类毒性很强,严禁将洗容器的水或剩余药液倒入河流、池塘。但现实情况是,甲氰菊酯常常被人有意或无意投入水域,给其中的鱼类等水生动物带来灭顶之灾。

        3月中旬,农业农村部开展专项整治行动,要求各地对海参养殖中违法使用农药毒杀鱼虾的行为进行地毯式排查,其中特别严查的一项就是甲氰菊酯的违法使用。


Large Number of Fish Died from Neurotoxicity Around Poyang Lake

        A large number of fish died from neurotoxicity in Mazui Lake, located in Jinxian County, Nanchang, Jiangxi.

        This place is surrounded by water on three sides, Poyang Lake on the north, Qinglan Lake on the west and Junshan Lake on the east. The originally connected Mazui Lake and Qinglan Lake are  separated by a big dike.

        On March 16, Jinxian County Agriculture and Rural Affairs Bureau released an investigation report that the incident happened in the ecological gorgonian water planting base of Mazui Lake, which is contracted by a company. In order to carry out disinfection, the company sprayed Fenpropathrin in the gorgonian planting area. It was this action that caused the accidental death of the large number of fish. According to the investigation report of Jinxian County, the above-mentioned company put Fenpropathrin in Mazui Lake in order to remove some pests on the gorgonians in spring, that is, as a pond cleaner.

        Fenpropathrin, also known as "Methomyl", is a pyrethroid pesticide, which is a neurotoxic insecticide. The product precautions point out that it is very toxic to fish and pests, and it is strictly forbidden to pour the water of washing containers or the remaining liquid into rivers and ponds. However, the reality is that Fenpropathrin was often put into waters intentionally or unintentionally, bringing destruction to fish and other aquatic animals therein.

        In mid-March, the Ministry of Agriculture and Rural Development launched a special rectification action requiring all places to conduct carpet investigation of the illegal use of pesticides to poison fish and shrimp in sea cucumber farming, one of which is particularly strict investigation of the illegal use of Fenpropathrin.

我国农药残留限量标准突破1万项 全面覆盖我国批准使用的农药品种和主要植物源性农产品

        日前,农业农村部会同国家卫生健康委、市场监管总局发布新版《食品安全国家标准 食品中农药最大残留限量》。标准规定了564种农药在376种(类)食品中10092项最大残留限量,完成了国务院批准的《加快完善我国农药残留标准体系的工作方案》中农药残留标准达到1万项的目标任务。

新版标准主要有四大特点。

一是涵盖农药品种和限量数量大幅增加。

二是体现了“四个最严”的要求。

三是标准制定更加科学严谨并与国际接轨。

四是农药残留限量配套检测方法标准加快完善。


China's Pesticide Residue Limit Standards Exceed 10,000 Items Covering China's Approved Use of Pesticide Species and Major Plant-derived Agricultural Product

        Recently, the Ministry of Agriculture and Rural Affairs, in conjunction with the National Health Commission, the General Administration of Market Regulation released a new version of the "National food safety standard-Maximum residue limits for pesticides in food". The standard provides 564 kinds of pesticides in 376 kinds (types) of food 10092 maximum residue limits, so as to complete the State Council approved the "work program to accelerate the improvement of China's pesticide residue standards system" in the pesticide residue standards to 10,000 of the target tasks.

The new version of the standard has four main features.

First, the number of pesticide species and limits reaches a significant increase.

Second,the Four Strictest requirements are represented.

Third, standards are more scientifically rigorous and in line with international standards.

Fourth, the improvement of the pesticide residue limits supporting detection method standards is accelerated.

日本政府正式决定开始向海洋排核废水

        日本政府4月13日早上召开相关阁僚会议,正式决定向海洋排放福岛第一核电站含有对海洋环境有害的核废水。东电公司数据显示,截至今年3月,用于冷却核反应堆的辐射废水已达到125万吨。目前,核废水全部储存在核电站的储存罐内,预计到2022年秋季,储存罐容量将会达到极限。

        至今没有从核事故灾害中得到完全恢复的居民和渔业相关人士,对该做法带来的不利影响表示严重担忧。一家来自德国的海洋科学研究机构的计算结果显示,从排放之日起,57天内放射性物质就将扩散至太平洋大半区域,3年后美国和加拿大就将遭到核污染影响。 


Japanese Government Decides to Discharge Nuclear Waste Water into Ocean

        The Japanese government held a meeting of its relevant cabinet members in the morning of April 13 and formally decided to discharge nuclear wastewater from the Fukushima Daiichi nuclear power plant into the ocean, which contains nuclear wastewater that is harmful to the marine environment. Data from TEPCO shows that the radioactive wastewater used to cool the nuclear reactors had reached 1.25 million tons as of March this year. Currently, all nuclear wastewater is stored in storage tanks at the plant, which are expected to reach their maximum capacity by the fall of 2022.

        Residents and fishing industry stakeholders who have not fully recovered from the nuclear accident disaster so far have expressed serious concerns about the adverse effects of the practice. Calculations by a German marine science institute indicate that radioactive materials will spread to most parts of the Pacific Ocean within 57 days from the date of discharging, and the United States and Canada will be affected by nuclear contamination three years later.

注意!韩国召回30种有害化学物质产品

        由于疫情的出现,导致韩国民众在室内生活的时间增加,因此韩国对违反有害化学物质等安全标准的儿童地板垫子等30个产品下达了召回命令。

        据悉,韩国贸易工业和能源部国家技术标准局在7日宣布,对室内及闲暇活动相关的724种产品进行了安全性调查,发现有30种产品不达标,对其下达了回收等命令。


Attention! Korea Recalls 30 Hazardous Chemical Products

日本厚生劳动省 (MHLW)增加了187种现有化学物质 

        2021年3月26日本厚生劳动省 (MHLW)在官方公报上公布了187种化学物质,是作为工业安全与健康法(ISHL)规定的现有化学物质。这些物质的ISHL编号从29057到29243。后续该等物质的相关制造商和进口商无须再根据ISHL将他们设定为新化学物质。

        On March 26, 2021, the Ministry of Health, Labour and Welfare (MHLW) in Japan published 187 chemical substances in the official gazette as existing chemical substances under the Industrial Safety and Health Law (ISHL). The ISHL numbers of these substances range from 29057 to 29243. Subsequently, related manufacturers and importers of these substances are no longer required to set them as new chemical substances according to the ISHL.

韩国公布了80种根据职业安全与卫生条例注册的新化学物质

        On April 2, 2021, the Korean Ministry of Employment and Labor (MoEL) released a list of 80 new chemical substances registered and evaluated by the Occupational Safety and Health Act (OSHA) from November 2020 to February 2021, of which 27 were confirmed to be hazardous for workers' health.

Thais affected by heavy industries are calling for closer monitoring of polluters

        BANGKOK / PRAGUE – Pollution of air, soil, and the food chain has reached extreme levels in Thailand, as shown by the long-term measurements conducted by the environmental organizations Ecological Alert and Recovery Thailand (EARTH) and Arnika.NGOs and the communities that are affected are now asking the authorities to introduce a mandatory system to monitor  emissions of harmful substances from industrial plants and factories. Data should be reported in a Pollutant Release and Transfer Register (PRTR), an effective mechanism of public control that has proved its worth in reducing pollution in European countries and has contributed to the safety of communities.

Dangers of “Forever Chemicals” Bared, Measures to Protect Human Health from Such Substances Pressed

        7 April 2021, Quezon City. An online gathering of over 100 people held in observance of the World Health Day today highlighted the dangers posed by a family of highly persistent chemicals dubbed as “forever chemicals” and the urgent need to protect the people and the environment from these synthetic substances.

        Organized by the EcoWaste Coalition and the IPEN-International Pollutants Elimination Network (IPEN: for a toxics-free future), the “D-Tox Webinar on Forever Chemicals” turned the spotlight on the hazards of PFAS (the acronym for per- and polyfluoroalkyl substances), a group of over 5,000 chemicals that has earned the moniker “forever chemicals” because they don’t break down easily and can stay in the environment indefinitely, build up in human bodies over time and bring about adverse health outcomes.

        Resource persons Pamela Miller (Co-Chair of IPEN and Executive Director of the Alaska Community Action on Toxics) and Jeff Gearhart (Research Director of Healthy Stuff Lab and Ecology Center) led the discussion on PFAS and recommended actions to control and prevent exposure to these persistent chemicals.
