江苏省工业园区污染物排放限值限量管理

8月5日，从江苏省生态环境厅了解到，江苏省近日印发《江苏省工业园区（集中区）污染物排放限值限量管理工作方案（试行）》。
工业园区污染物排放限值限量管理，指的是通过开展工业园区及周边大气、水环境质量监测以及主要污染物排放总量测算，有效实施以环境质量为核心、以污染物排放总量为主要控制手段的环境管理制度体系。
江苏省将分批推进全省工业园区限值限量管理工作，2021年底前全面开展全省172个省级以上工业园区以及化工园区污染物排放限值限量管理；2022年底前，全面开展江苏省全省市级及以下工业园区（集中区）污染物排放限值限量管理。
Industrial Park Pollutant Emission Limits Management in Jiangsu

On August 5, according to the Department of Ecology and Environment of Jiangsu Province, Jiangsu government recently released the Pollutant Emission Limits Management Measure of Industrial Parks (concentrated areas) in Jiangsu (for trial implementation).
Basically, this management is to implement a system with environmental quality as the core and controlling the total emission as major methods via measuring the quality of air, water and the total amount of major emission in and around the industrial parks.
Jiangsu will promote the measure within the province in batches. It will implement the measure in 172 industrial parks and chemical parks at the provincial level or above by the end of 2021. By the end of 2022, it will implement the measure in all the industrial parks and chemical parks at the municipal level or below (concentrated areas) in Jiangsu Province.

South Korea Released Risk Assessment Measure for Products Applied to Human Body

On July 27, 2021, the Ministry of Food and Drug Safety of South Korea released Risk Assessment Measure for Products Applied to Human Body, which aims to provide a comprehensive risk management for products applied directly to human body. In the past, there were different assessment measures for food, cosmetics, drugs and hygiene products, resulting in potential health risks to consumers when using multiple products at one time. Therefore, the Ministry of Food and Drug Safety established a new risk assessment measure to ensure the safe use of Fast-Moving Consumer Goods (FMCG).

EPA will ban all food uses of pesticide chlorpyrifos

On August 18, the Environmental Protection Agency announced it will ban all uses of the pesticide chlorpyrifos on food, a move to protect public health that also highlights the risks of unsafe but widely used pesticides.
The agency’s action will make it illegal for any traces of chlorpyrifos to be present on produce or foods. Even in small amounts, exposure to chlorpyrifos during pregnancy and early life harms the developing brain, including reduced IQ, delayed development of motor and sensory functions, and social and behavioral dysfunction.
Until now, the EPA allowed some trace amounts of chlorpyrifos, known as tolerances, on food. The ban will take effect six months after its upcoming publication in the Federal Register. The EPA says it will continue to study the risks of non-food uses of chlorpyrifos.

Minnesota issues plan to treat water marred by 3M chemicals

On August 8, Minnesota pollution control and natural resources officials released a $700 million plan to improve the drinking water for 14 Twin Cities communities whose groundwater was contaminated due to decadeslong chemical disposal by 3M Co.
The long-term plan aims to build or improve six water treatment plants and treat 33 municipal wells while connecting nearly 300 homes to municipal water systems and providing home filtration systems to residents with private wells in the meantime. It’s an effort to remove a family of chemicals known as PFAS, sometimes called “forever chemicals” because they persist in the environment, which have affected an estimated 174,000 residents in a 150-square-mile area.
Perfluoroalkyl and polyfluoroalkyl substances — chemicals developed by Maplewood-based 3M and designed to make products resistant to heat, oil, stains, grease and water — made their way into the groundwater in the Twin Cities’ eastern metropolitan area following decades of dumping into the area’s landfills by the company. Some PFAS have been linked to health problems including low birth weight, kidney and thyroid issues and some cancers.
印度自明年七月起将禁止使用大多数一次性塑料产品

印度已下令自2022年7月起将禁止使用一系列一次性塑料产品，比如餐具、餐盘、塑料袋等。
根据其规定，自2022年7月1日起，应禁止制造、进口、储存、分发、销售和使用以下一次性塑料产品，包括聚苯乙烯和发泡聚苯乙烯商品：
“带塑料棒的棉签、气球用塑料棒、塑料旗、糖果棒、冰淇淋棒、装饰用聚苯乙烯；盘子、杯子、眼镜、餐具，如叉子、勺子、刀子、吸管、托盘；甜食盒、邀请卡和香烟盒的包装或包装膜，小于100微米的塑料或PVC横幅，搅拌器。“
本次法规不适用于由可堆肥塑料制成的产品。
此外，制造商、进口商和/或品牌所有者将有责任处理任何其他被认为对其消费者无用的塑料。
印度环境部还成立了一个国家级的工作组以减少一次性塑料，并与14个州合作回收一些可回收塑料容器，如水瓶。
India Bans Long List of Single-Use Plastics Starting Next July

India has banned an array of single use plastics, such as cutlery, plates, and thin bags, beginning July, 2022.
Per its provision, the manufacture, import, stocking, distribution, sale and use of (the) following single-use plastic, including polystyrene and expanded polystyrene, commodities shall be prohibited with effect from July 1, 2022:
“ear (swabs) with plastic sticks, plastic sticks for balloons, plastic flags, candy sticks, ice-cream sticks, polystyrene (thermocol) for decoration; plates, cups, glasses, cutlery such as forks, spoons, knives, straw, trays; wrapping or packing films around sweet boxes, invitation cards, and cigarette packets, plastic or PVC banners less than 100 micron, stirrers.”
The provisions will not apply to products made of compostable plastic.
Furthermore, it will be the responsibility of the manufacturer, importer, and/or brand owner to dispose of any other plastics which are deemed no longer useful to consumers.
The Environment Ministry has also set up a national-level task force to look into eliminating more single-use plastics, and is working with 14 states to responsibly recycle the plastic containers which are recyclable, like water bottles.
