中国再生塑料国家标准将于2021年12月1日起实施

中国发布了三项再生塑料国家标准（第1部分：通则；第2部分：聚乙烯(PE)材料；第3部分：聚丙烯(PP)材料）将于2021年12月1日生效。为加强塑料再生资源的回收利用和管理，防治塑料废弃物造成的环境危害，规范再生塑料的生产和贸易，促进再生塑料产业的优质发展，中国从2019年开始制定一系列再生塑料国家标准。该系列标准规定了回收塑料的措辞、定义、分类和命名、要求、实验方法和规则、可追溯性文件、标记、包装、运输和储存，以及适用和不适用的原材料，是目前该行业最全面、最系统的规范性文件。
National Standards for Recycled Plastics of China will take effect since December 1, 2021

China released three National Standards for Recycled Plastics (Part 1: General Rules; Part 2: Polyethylene (PE) materials; Part 3: Polypropylene (PP) materials), which will take effect since December 1, 2021. Since 2019, China has been drafting series of national standards for recycled plastics to strengthen the recycling and the regulation of recycled plastic materials, prevent environmental pollution by plastic litter, standardize the manufacture and trade of recycled plastics, and stimulate high-quality development of the recycled-plastic industry. The current standards specify terminologies, definitions, categorization and naming, requirements, experimental methods, traceability documents, symbols, packaging, transport, storage, and applicable and inapplicable raw materials with regard to recycled plastics, which makes them the most comprehensive and systematic regulatory documents in the industry so far.

欧盟修订化妆品法规禁限用物质清单

近日，欧盟发布的G/TBT/N/EU/757号通报提出将对欧洲议会和理事会化妆品法规（EC）No 1223/2009附录内容进行修订，禁止和限制使用欧盟委员会授权法规（EU）2020/217分类为致癌、致突变或生殖毒性（CMR）的物质用作化妆品成分。
该标准法规拟于2021年10月1日起实施。
本次通报涉及的修订内容主要包括以下三部分：
1. （EC）1223/2009附录二“化妆品禁用物质清单”中增加以下12种物质：

2.（EC）1223/2009附录三“化妆品限用物质清单”中第98条目“水杨酸”的限用要求发生了变化，在“限用要求”一栏中，增加了对“身体乳液、眼影、睫毛膏、眼线笔、口红、滚珠除臭剂”类产品中水杨酸的最大浓度要求，为0.5%。
修订后，具体各类化妆品中水杨酸的最大浓度要求如下：

EU Updates Prohibited Cosmetic Substance List
Xiaman Information on Technical Measures in Trade 7.9
The recently published G/TBT/N/EU/757 Notification (EU) revises Regulation (EC) No 1223/2009 of the European Parliament and of the Council on cosmetic products, prohibiting and restricting the use of several raw materials classified as CMRs (Carcinogenic-Mutagenic-Reprotoxic) in cosmetics according to European Authorized Representitive.
The revised regulation will take effect since October 1, 2021.]
The revised contents are as follows:
1.(EC）No 1223/2009 Cosmetic Products Regulation, Annex II - Prohibited Substances adds 12 substances:

2. Entry 98 of Annex III to Regulation (EC) No 1223/2009 is changed with regard to the restriction on substance benzoic acid, 2-hydroxy- (INCI name: salicylic acid). It authorizes the use of that substance, for purposes other than preservative function, in body lotion, eye shadow, mascara, eyeliner, lipstick and roll-on deodorant in a concentration of up to 0,5 %.

强生因苯问题主动召回旗下防晒霜

Johnson & Johnson voluntarily recalls sunscreens on benzene concerns

Johnson & Johnson said lots of Neutrogena and Aveeno brand aerosol sunscreen products were being called back as a cautionary measure after internal testing identified low levels of benzene in some samples, news agency Reuters reported.
Benzene is classified as a human carcinogen, a substance that could potentially cause cancer depending on the level and extent of exposure.
韩国发布化妆品新包装材料要求

韩国化妆品协会 ( KCA ) 和韩国包装回收合作社 ( KPRC )于 2020 年 12 月 8 日推出了“化妆品容器逆向回收计划” ，该计划经批准后，可豁免“难以回收”标签。
2021年7月9日，韩国环境部发布了《分类排放标签相关指南》，将于2022年1月1日起开始生效。
要点如下：
引入“不可回收”标签；
修改了回收标签上关于包材的文字表述;
新增豁免“难以回收”标签的情况。
South Korea Releases New Packaging Material Requirements

On December 8, 2020, Korea Cosmetic Association and Korea Packaging Recycling Cooperation jointly launched the Cosmetic Container Recycling Project. The labeling of Difficult for Recycling could be exempted after the approval of this project.
On July 9, 2021, Ministry of Environment of South Korea issued the Guideline on Recycling Symbols and Standards of Labeling Quality, which will take effect since January 1, 2022.
The key points to be noticed are:
The Unable for Recycling label is newly proposed.
The recycling symbol texts indicating the packaging material are revised.
A new exemption situation of labeling Difficult for Recycling is brought out.

2021 PFAS行动法案要求美国环保署（EPA）建立一个用以筛查PFAS化学物的全国性饮用水标准；指定PFAS为危害物，以便环保署净化受污染地区；限制工业上的PFAS排放；每年拨款两亿美元用来协助供水设备以及污水处理设备。
PFAS是一类合成化学物。至今为止在近2800个社区的饮用水中都能发现它们的踪迹。这种化学物高耐久、具有生物累积性和毒性。PFAS是一类氟化物，其中有些具有潜在致癌性、生育毒性、免疫毒性或是其他的严重健康威胁。
Landmark bipartisan PFAS Action Act passes House

On July 21, 2021, the U.S. House of Representatives passed comprehensive, bipartisan legislation to protect all Americans from the harmful “ forever chemicals” known as PFAS.
The PFAS Action Act of 2021 requires the EPA to establish a national drinking water standard for select PFAS chemicals, designates PFAS as hazardous substances to allow the Environmental Protection Agency to clean up contaminated sites, limits industrial discharges and provides $200 million annually to assist water utilities and wastewater treatment facilities.
PFAS are synthetic chemicals that have so far been found in the drinking water of almost 2,800 communities. They are persistent, bioaccumulative and toxic. PFAS are a large family of fluorinated chemicals, some of which have been linked to cancer, reproductive harm, immune system damage and other serious health problems.
专家表示南非库房化学品燃烧造成了重大环境危害

Chemicals in burnt S.Africa warehouse caused "considerable" environmental damage -authorities

South African authorities said on Friday around 1,600 chemicals were stored at a warehouse of India's UPL Ltd when it was razed during violent looting last week, causing potentially harmful air emissions and a greenish-tinged effluent to seep into a protected lagoon.
First noticed in the early hours of July 13, the fire was only completely doused by 5 p.m. local time (15：00 GMT) on Thursday, July 22, officials at KwaZulu-Natal's environmental affairs department said, as tons of dead fish were collected in the vicinity of Umhlanga lagoon and beach.
The chemicals are highly hazardous, and the damage is quite considerable, according to Siphumelele Nowele, chief director of environmental management at the KZN provincial government. Local marine life has been annihilated by the accident. There were also biodiversity and freshwater systems at stake.
A company statement on July 19 confirmed the presence in the warehouse of a number of pesticides and fungicides which could cause skin, eye and respiratory irritation.
"The situation is being closely monitored and to date, no cases of acute human toxicity have been reported," the company said at the time.
