国内首次批准化妆品中塑料微珠的检测标准
国家标准全文公开系统 5.21
2021年5月21日,国家标准化管理委员会发布了国家标准《化妆品中塑料微珠的测定》,自2021年9月1日起实施。
文件规定了采用傅里叶变换红外光谱法、傅里叶变换显微红外光谱法测定化妆品中塑料微珠的原理、试剂和材料、仪器设备、试样处理、光谱测试、谱图分析和结果报告。
此标准适用于化妆品中塑料微珠的测定,牙膏、香皂、洗衣液等其他日化产品可参照使用;不适用于彩妆类化妆品中塑料微珠的测定。
此前,国家发改委发布了《产业结构调整指导目录(2019年本)》,其中第三类淘汰类中规定:“含塑料微珠的日化用品,到2020年12月31日禁止生产,到2022年12月31日禁止销售。”
注:塑料微珠即尺寸小于或等于5mm且不溶于水地固体塑料颗粒,是海洋污染的主要来源之一。
First Determination Standards of Plastic Microbead in Cosmetics Approved in China

On May 21, 2021, the Standardization Administration of China released a national standard, Determination of Plastic Microbead in Cosmetics, which will be into effect since Sept 1, 2021.
The document standardizes the principle, reagents, materials, instruments, sample handling, spectrum testing, spectrum analyzing, and result reporting when using Fourier Transform Infrared Spectroscopy (FTIR Spectroscopy) and Fourier Transform Infrared Microscopy (FTIR Microscopy) to measure the plastic microbeads in cosmetics.
The standard applies to the measure of plastic microbeads in cosmetics and can be a reference for toothpaste, soaps, detergents, and other household and personal care products. It is not applicable for the measure of plastic microbead in makeup.
Previously, the National Development and Reform Commission issued the "2019 Guiding Catalog for Industrial Restructuring", which stipulates in the obsolete category: "Daily chemical products containing plastic microbeads are banned from production since December 31, 2020, and from sale since December 31, 2022."
*A plastic microbead is defined as a tiny particle of plastic, smaller than five millimeters and insoluble in water. It is one of the significant sources of ocean pollution.

台湾地区化妆品禁用成分清单即将实施
台湾卫生福利食品药物管理署6.17
2021年6月17日,台湾卫生福利食品药物管理署发布公告,修正“化妆品禁止使用成分表”,增添254种成分,并修改41种成分。
该成分表将于2021年7月1日起实施。即日起,凡含有此类成分之化妆品,不得输入、制造、贩卖、供应或陈列。

On June 17, 2021, Taiwan Food and Drug Administration released an announcement to revise the List of Prohibited Ingredients in Cosmetics, with 254 chemicals added and 41 chemicals revised.
The revised list will be put into effect on July 1, 2021. After that, cosmetics that contain the listed chemicals are prohibited to import, manufacture, trade, supply, or exhibit.

生态环境部发布增补《中国现有化学物质名录》的公告

根据《新化学物质环境管理登记办法》(生态环境部令第12号)和《关于发布〈新化学物质环境管理登记指南〉及相关配套表格和填表说明的公告》(生态环境部公告2020年第51号)相关要求,现将255种符合要求的《新化学物质环境管理办法》(国家环境保护总局令第17号)下已登记新化学物质增补列入《中国现有化学物质名录》,并按现有化学物质管理。

Per the Measures for Environmental Administration for New Chemical Substances (MEE Order No.12) and Notice on the Release of <guidance of="" environmental="" administration="" for="" new="" chemica<="" span="">ls> (MEE Notice No.15, 2020) and its Supplemental Form and Instruction to the Form, another 255 substances, which have registered under Environmental Administration for New Chemical Substance (MEP Order No.17) and accord with the demands, are now listed in Inventory of Existing Chemical substance.

10种高毒农药十种高毒农药将在2024年底前被分批淘汰

7月6日,农业农村部在回复第十三届全国人大代表建议时指出,农业农村部高度重视农药监督管理,不断完善并落实农药特别是禁限用农药监管措施,预计将在2024年底前,分期分批淘汰现存的10种高毒农药,并加快中药材用药登记步伐。这10种高毒农药为甲拌磷、水胺硫磷、氧乐果、克百威、灭多威、灭线磷、甲基异柳磷、涕灭威、氯化苦、磷化铝。
10 Highly Toxic Pesticides will be Phased out Stage by Stage before End of 2024

On July 6, in response to the suggestions made in the 13th National People’s Congress, Ministry of Agriculture said that it took regulation and supervision of pesticides seriously and would keep implanting and improving related regulatory rules on pesticides, especially the prohibited ones. It stated that 10 pesticides are to be phased out stage by stage before the end of 2024, and the administration process of traditional Chinese medicine materials will be accelerated. The 10 pesticides include phorate, Isocarbophos, omethoate, carbofuran, methomyl, ethoprophos, isofenphos-methyl, aldicarb, chloropicrin, and aluminum phosphide.

研究发现塑料中25%的化学物质含潜在危害

Study: About 25% of chemicals in plastics are 'substances of potential concern'

One-quarter of chemicals in plastics are "substances of potential concern," according to an analysis published Tuesday by the journal Environmental Science & Technology.
They identified approximately 10,500 chemicals in plastic, including 2,489 used in packaging, 2,429 textiles, and 2,109 that come in contact with food as part of packaging.
More than 500 of the chemicals are used in toys and medical devices, including 247 in masks.
Of the roughly 10,500 chemicals in plastic, nearly 2,500, or 24%, are capable of accumulating in living organisms, including humans and animals, and are potentially toxic or cancer-causing, the data showed.
In addition, more than half of these substances are not regulated in the United States, the European Union or Japan, where more than 900 of them are approved for use in food contact plastics, the researchers said.
Moreover, research is lacking for about 10% of the identified substances of potential concern.
The researchers were unable to categorize 4,100, or 39%, of the substances they identified due to a lack of "hazard classifications," they said.

EPA to review part of ethylene oxide regulation after industry request

The Environmental Protection Agency (EPA) will reconsider decisions underlying a rule governing emissions of ethylene oxide, a chemical the EPA currently says is carcinogenic if it is inhaled, following a request from an industry group.
Last year, the Trump administration finalized the rule regulating emissions and leaks of ethylene oxide from industry. At the time, the American Chemistry Council (ACC), a trade group representing chemical manufacturers, petitioned the EPA to both reconsider its risk information system value for ethylene oxide and to consider the Texas Commission on Environmental Quality’s (TCEQ’s) peer-reviewed assessment on ethylene oxide (EO).
In its new letter, the Biden EPA said that it was granting the industry request because the Texas risk value was finalized after the rule’s comment period closed and because the risk posed by the chemical is of central relevance to EPA’s determination and that more stringent standards are required.
韩国政府对日化产品的安全管控日渐严格

South Korea Government More Stringent on Safety Control of the Household and Personal Care Products

From December 2020 to February 2021, South Korea’s Ministry of Environment (MoE) investigated safety level of household and personal care products. MoE claimed that it has prohibited the manufacture and the import of 132 household and personal care products belonging to 27 categories, which contained excessive toxic substances or were traded without certification and permission per the safety standard.
Among the 132 unqualified products, 19 contained excessive toxic substances, 3 are not consistent with their permitted version, and 110 did not go through the safety evaluation or gained the safety report.
MoE requested the South Korea Online Shopping Association and the Korea Chamber of Commerce and Industry to regulate these unqualified products, preventing them from flowing back into the market. More information on these products can be found on the website of Green Nuri (The Living Environment Safety Information, ecolife.me.go.kr). MoE will keep monitoring the products that violate the safety standard and the labeling standard, protecting consumers from harm, and will impose administrative measures on the unqualified products, such as prohibiting manufacture and import, recalling, and charging.
