儿童彩妆野蛮生长：号称“专为儿童设计”，竟是“过家家”玩具
据南方周末记者了解，2021年2月，国家药品监督管理局已展开针对儿童化妆品的专项治理行动，重点查处违法添加激素、无批准文号化妆品、三无化妆品等违法行为。亦有电商平台因儿童玩具店销售儿童彩妆被药监部门约谈。
从山西、青海、南京等省市已发布的儿童化妆品专项检查通知及行动安排来看，为治理“儿童化妆品”的市场乱象，一场从严要求的监管风暴，正陆续在全国各地展开。
按照计划，从2021年5月1日起，我国首部专门针对化妆品注册备案管理的部门规章《化妆品注册备案管理办法》就将正式施行。南方周末记者在信息平台上查询发现，有一批曾经以儿童玩具为名的儿童彩妆盒产品，在2020-2021年间密集地申报备案“上户口”。

There are also several e-commerce platforms for children's toy shops selling children's cosmetics were arranged a talk by the medical products regulatory authorities.
From the special inspection notices and action arrangements for children's cosmetics issued in Shanxi, Qinghai, Nanjing and other provinces and cities, a regulatory storm of stringent requirements is unfolding across the country to tackle the chaos in the market for "children's cosmetics".
On May 1st 2021, China's first departmental regulation dedicated to the registration and filing of cosmetics will officially came into effect. The Southern Weekly reporters found that a number of children's makeup box on the information platform, once called as children's toys, are being intensively filed for registration between 2020 -2021.
国家药监局连发三次公告：加强监管化妆品分类规范 安全评估
为贯彻落实《化妆品监督管理条例》，规范和指导化妆品分类工作，国家药监局制定了《化妆品分类规则和分类目录》（以下称《分类规则》），并于4月8日公布。《分类规则》自2021年5月1日起施行。
一、自2021年5月1日起，化妆品注册人、备案人申请特殊化妆品注册或者进行普通化妆品备案时，应当依据《分类规则》填报产品分类编码。
二、2021年5月1日前已经取得注册或者完成备案的化妆品，化妆品注册人、备案人应当于2022年5月1日前，通过化妆品注册备案信息服务平台补充提供产品分类编码。
National Medical Products Administration Issued Three Consecutive Announcements: Strengthening the Regulation of Cosmetics Classification Norms and Safety Assessment
To implement the "Cosmetics Supervision and Administration Regulations" to regulate and guide the classification of cosmetics, the National Medical Products Administration annouced the "Cosmetic Classification Rules and Classification Directory" (hereinafter referred to as "ClassificationRules") on April 8, which came into force on May 1st 2021.
First, since May 1st 2021, cosmetic registrants and filers apply for special cosmetic registration or for general cosmetic filing, should be based on the "Classification Rules" to fill in the product classification code.
Second, cosmetics registrants and filers who have registered or completed the filing of cosmetics before May 1st 2021, should provide additional product classification code through the cosmetics registration and filing information service platform before May 1st 2022.

204种化学物质增补列入《中国现有化学物质名录》
2021年4月15日，中国生态环境部（MEE）宣布将204种化学物质纳入《中国现有化学物质名录》（IECSC）。这些物质与今年3月中旬发布的征求意见中的物质完全相同，是根据环办固体函〔2019〕575号增列入IECSC的第三批物质。
另外，在12号令下，中国境内2003年10月15日之前流通的物质可以根据12号令的第三条规定申请增补。
204 Chemical Substances Added to the Inventory of Existing Chemical Substances in China
On 15 April 2021, the Ministry of Ecology and Environment (MEE) of China announced the inclusion of 204 chemical substances in the Inventory of Existing Chemical Substances in China (IECSC). These substances are identical to those in the consultation released in mid-March this year and are the third batch of substances to be added to the IECSC according to the Notice on Supplementing and Improving the "Inventory of Existing Chemical Substances in China".
In addition, based on Measures for the Environmental Management Registration of New Chemical Substances (MEE Order No.12), substances circulating in China before 15 October 2003 can apply for supplement under Article 3 of Order No.12.

塑料回收再生该怎么干？国家征求意见
2021年4月19日，生态环境部发布关于征求《废塑料污染控制技术规范（征求意见稿）》国家生态环境标准意见的函。
本标准规定了废塑料的产生、收集、运输、贮存、预处理、再生利用、焚烧及协同处置等过程污染控制和环境管理要求。
本标准为指导性标准。
How to Recycle Plastic? Authorities Seeking Advice
On April 19, the Ministry of Ecology and Environment issued a letter on solicitating opinions on the National Ecological and Environmental Standard "Technical Specification for the Control of Waste Plastic Pollution (Draft for Comments)".
This standard is a guiding standard, which specifies the pollution control and environmental management requirements for the production, collection, transportation, storage, pretreatment, recycling, incineration and co-processing of waste plastics.

山东、江苏公布今年化工企业关闭退出目标
近期，两大化工强省山东和江苏相继公布了今年淘汰落后动能和化工企业整治提升目标，推动化工行业转型升级。山东明确落后能化产能退出目标，2022年底前退出地炼企业6家、焦化企业4家、轮胎企业18家、化工企业154家；江苏今年计划再关闭退出200家企业，其中沿江1公里园区外企业30家，做到应关尽关、应搬尽搬。

27,000 DDT Waste Barrels found On the bottom of Coast of Los Angeles, USA Huge Toxic Waste Disposal Site Emerges
Scientists at the University of California said that they have found more than 27,000 barrels of waste that may contain the pesticide DDT, which was dumped in the sea off Catalina Island in southern California, the Associated Press reported on 27 June.
"It is very unfortunate that the offshore basin of Los Angeles has been a dumping site for industrial waste in the decades following the 1930s. During the regional survey, we found a vast waste site." Eric Terrill, director of the Scripps Institution of Oceanography at the University of California, San Diego, said after a probe of the waters.

美国即将更新TSCA名录，390个TSCA保密名录物质保密状态更新
美国环保署(EPA)将在2021年夏末，重新更新TSCA名录。届时，EPA会将390个保密名录中的物质转移到公开名录中。曾经在2012/2016/2020年做过这390个物质CDR（Chemical Data Report）的企业需要注意， 之前物质以登录号（accession number）呈现在报告中的保密形式，之后将以非保密状态呈现。
U.S. planning update for TSCA Directory: 390 TSCA Confidential List Substances Confidential Status updated
The US EPA will re-update the TSCA list in late summer 2021. At that time, the EPA will transfer 390 substances from the confidential list to the public list. Companies that have done a CDR (Chemical Data Report) for these 390 substances in 2012/2016/2020 should note that the substances previously presented in the report as a confidential form with an accession number will be presented in a non-confidential form.
泰国将修订有害物质清单以符合国际公约
5月3日，泰国工业工程署(DIW)发布了修订有害物质清单的通知。在此征求意见稿中，三乙醇胺、苄腈和全氟辛烷磺酸及其相关化合物的管理得到加强，以符合《化学武器公约》、《国际特别监测清单》(ISSL)和《关于持久性有机污染物的斯德哥尔摩公约》的要求。
Thailand will Revise the List of Hazardous Substances to Comply with International Conventions
On 3 May, the Department of Industrial Works (DIW) of Thailand issued a notice to revise the list of hazardous substances. In this exposure draft, the management of triethanolamine, benzonitrile and PFOS and their related compounds is strengthened to comply with the requirements of the Chemical Weapons Convention, the International Special Surveillance List (ISSL) and the Stockholm Convention on Persistent Organic Pollutants (POPs).
