3月1日，刑法修正案(十一)正式施行。国务院安委办、应急管理部近日公布了杭州市和青岛市两起涉嫌危险作业罪安全生产行刑衔接典型执法案例。
“危险作业罪”入刑，是我国首次对安全生产领域未发生重大伤亡事故或未造成严重后果，但有现实危险的违法行为追究刑事责任，充分展示了打击安全生产事前犯罪、防范化解重大安全风险的决心，对安全生产领域重大违法行为带来极大法律震慑，有效督促生产经营单位自觉遵守安全法律法规，增强法治敬畏，防范化解重大安全风险，遏制重特大事故发生。
Criminal Detention! Such Storage of Hazardous Chemicals, Suspected of Dangerous Work Offences!
On March 1, Amendment (XI) to the Criminal Law of the People's Republic of China officially came into force. The State Council Safety Committee Office, the Ministry of Emergency Management recently announced two classic cases that happened in Hangzhou and Qingdao City on suspicion of dangerous work offences, punished by safety production execution.
The criminalization of "dangerous work" is the first time that China has given criminal sanctions targeting illegal actions with real danger, but have not yet brought serious casualties and injures in the field of production, which fully demonstrates the determination to combat pre-crime while preventing and resolving major safety risks in safety production. Moreover, it unlocks great legal deterrence to major violations of the safety production, effectively urging production and operation units to consciously comply with safety laws and regulations, enhances respect to the rule of law, prevents and solves major safety risks, and curbs the occurrence of serious accidents.

中国化学品安全协会与国际化学品制造商协会签署战略合作协议
近日，中国化学品安全协会与国际化学品制造商协会签署战略合作协议。根据协议，双方将充分发挥各自优势，在危险化学品安全法规标准项目研究、化工行业安全峰会交流等领域开展深度合作，提升双方在国际、国内化工行业的认可度和影响力。
双方还就开展安全咨询服务、打造教育培训品牌、推动企业责任关怀体系建设等内容进行了交流。
China Chemical Safety Association and International Chemical Manufacturers Association Sign Strategic Cooperation Agreement
The China Chemical Safety Association (CCSA) and the Association of International Chemical Manufacturers (AICM) recently signed a strategic cooperation agreement. Under the agreement, both sides will bring their advantages into full play and carry out in-depth cooperation in areas such as researches on hazardous chemical safety regulations and standards, and the exchange of knowledge and insights on summit conferences in the chemical industry, together, in order to enhance the recognition and influence of both sides in the chemical industry at the domestic and international levels.
The two sides also exchanged views on carrying out safety consulting services, building education and training brands, and promoting the development of corporate social responsibility and caring systems.
天猫国际对进口含有大麻二酚的化妆品增加了新的监管要求
3月22日，跨境电商平台天猫国际宣布更新《天猫国际化妆品平台标准》，并增加了对进口大麻二酚（CBD）化妆品的新监管要求。规定从3月29日起，在天猫国际上出售的进口CBD化妆品应提供THC检测报告，且THC含量不得超过0.3％。
修订后的标准将于2021年3月29日生效。
Tmall Global Adds New Regulatory Requirements for Importing Cosmetics Containing Cannabidiol
On March 22, e-commerce platform Tmall Global announced an update to the Tmall Global Cosmetics Platform Standards and added new regulatory requirements for imported cannabidiol (CBD) cosmetics. According to the regulation, starting from March 29, imported CBD cosmetics sold on Tmall Global should provide a THC test report and the THC content should not exceed 0.3%.
The revised standards will take effect on March 29, 2021.

《食品安全国家标准 食品中农药最大残留限量》等5项食品安全国家标准发布
3月18日，根据《中华人民共和国食品安全法》规定，国家卫生健康委员会、农业农村部、国家市场监督管理总局发布《食品安全国家标准 食品中农药最大残留限量》(GB 2763-2021，代替GB 2763-2019)等5项食品安全国家标准。标准自发布之日起6个月正式实施。
National Food Safety Standards-Maximum Residue Limits for Pesticides in Food and Other Five National Food Safety Standards Released
On March 18, according to the "Food Safety Law of the People's Republic of China" provisions, the National Health and Health Commission, the Ministry of Agriculture and Rural Affairs, the State Administration of Market Supervision and Administration issued "Food Safety National Standards Maximum Residue Limits of Pesticides in Food" (GB 2763-2021 replaces GB 2763-2019) and other five national food safety standards. The standards will be officially implemented after 6 months from publishing.

一支笔含十种毒
“新华视点”记者调查发现，部分“高颜值”文具暗藏高风险，极易对儿童身体健康造成损害。
中国科学院合肥物质科学研究院曾对市场上深受中小学生喜欢的4个品牌香味荧光笔拆解部件逐个检测分析，发现挥发性气味来自荧光笔内的墨水，一共检测出15种挥发成分，其中10种为有毒物质，还包括高毒物质丙烯腈。研究显示，长时间吸入丙烯腈能引起恶心、呕吐、头痛、疲倦等症状。
国家市场监督管理总局公布的数据显示，截至2020年6月15日，我国已实施儿童文具召回共计51次，涉及数量135.54万件。专家指出，召回制度属于事后补救措施，必须进一步完善儿童文具标准，推动监管部门、社会共同发力。
One Pen Containing Ten Kinds of Poisons
A reporter from Xinhua Viewpoint found that some of the "good-looking" stationery concealed high risks, and were prone to cause damages to children's health.
The Hefei Institute of Material Science of the Chinese Academy of Sciences has detected and tested four brands of scented highlighters, which are popular among primary and secondary school students, on the market respectively. The test results showed that the volatile odour came from the ink inside the highlighter. A total of 15 volatile components were detected, 10 of which were toxic substances, including the highly toxic substance called acrylonitrile. Past studies have shown that long-time inhalation of acrylonitrile could cause nausea, vomiting, headache, fatigue and other symptoms.
The data released by the State Administration of Market Supervision and Administration shows that as of June 15, 2020, China has implemented a total of 51 recalls of children's stationery, involving around 1,355,400 pieces. Experts pointed out that the recall system should only be seen as an after-the-fact remedy, while further improvement regarding the standards of children's stationery must be made in order to promote the concerted efforts of regulators and the whole society.

中检院：拟将大麻籽油等原料列为化妆品禁用组分
根据国家禁毒管理相关政策要求，中国食品药品检定研究院拟将大麻（CANNABIS SATIVA）仁果、大麻（CANNABIS SATIVA）籽油、大麻（CANNABIS SATIVA）叶提取物和大麻二酚等原料列为化妆品禁用组分，现面向社会公开征求意见。

The Chinese Academy of Inspection: Hemp Seed Oil and Other Raw Materials as Proposed Banned Component of Cosmetics
According to national drug management related policies and requirements, National Institutes for Food and Drug Control intends to list cannabis (CANNABIS SATIVA) nuts, cannabis (CANNABIS SATIVA) seed oil, cannabis (CANNABIS SATIVA) leaf extract and cannabidiol, and other raw materials as prohibited components of cosmetics, which is now open to the public for comments.

欧洲化学品管理局提议不批准在食品接触材料中使用四种银化合物
2021年3月8日，欧洲化学品管理局（ECHA）发布了一则声明，声明称其下属的杀菌产品委员会（Biocidal Products Committee, BPC）不赞成批准四种银化合物应用在食品接触领域。具体物质信息如下：

银沸石（CAS 130328-18-6）
银铜沸石（CAS 130328-19-7）
银氢钠磷酸锆（CAS 154339-84-1）
以上物质可以用于厨房砧板的涂覆或者应用在活性炭滤水器中。BPC表示，使用以上含银物质的活性炭滤水器时，人体可以通过饮用过滤水或用过滤水烹饪食物接触到相关物质，并且这些物质对人体健康的风险是不可接受的。
ECHA Proposes Not to Approve the Use of Four Silver Compounds in Food Contact Materials
On March 8, 2021, the European Chemicals Agency (ECHA) issued a statement saying that its Biocidal Products Committee (BPC) does not support the approval of four silver compounds for food contact applications. Specific substance information is as following：
Silver zinc zeolite (CAS 130328-20-0)
Silver zeolite (CAS 130328-18-6)
Silver-copper zeolite (CAS 130328-19-7)
Silver sodium zirconium hydrogen phosphate (CAS 154339-84-1)
The above substances can be used for coating kitchen cutting boards or applied in activated carbon water filters. BPC announces that when using the above silver-containing substances in activated carbon water filters, humans can be exposed to the substances by drinking filtered water or cooking food with filtered water. The risk to human health by contacting these substances is unacceptable.

WHO 共线生产清洁验证残留限度定稿指南
世界卫生组织（WHO）于 3 月 29 日发布了第 55 届药物制剂规范专家委员会（ECSPP）技术报告 1033（TRS 1033），其中定稿的指南之一是《清洁验证中包括基于健康的暴露限（HBEL）时应考虑的要点》。
WHO 表示，WHO 关于验证及其七个附录的更新始于 2013 年。ECSPP 现已修订并通过了正文和六个附录。已修订的附录包括：供暖、通风和空调系统（HVAC）验证；制药用水系统验证；分析方法验证；计算机系统验证；确认；非无菌工艺验证。
WHO Guidelines for Finalizing Residue Limits for Cleaner Verification of Co-Line Production
The World Health Organization (WHO) released the 55th Expert Committee on Specifications for Pharmaceutical Preparations (ECSPP) Technical Report 1033 (TRS 1033) on March 29, in which one of the finalized guidelines is "Points to Consider When Including Health-Based Exposure Limits (HBELs) in Cleaning Validations," WHO said.
WHO indicates that the WHO began to update on validation and its seven appendices 2013 and that the ECSPP has now revised and adopted the main text and six appendices. The revised appendices include Heating, Ventilation, and Air Conditioning (HVAC) System Validation, Pharmaceutical Water System Validation, Analytical Method Validation, Computer System Validation, Confirmation, and Non-Aseptic Process Validation.

UK REACH新法规体系下开展化学品限制相关工作
UK REACH规定，如果有可靠的科学依据显示，某种化学品对人类健康或环境健康存在无法控制的风险，在进行公众咨询后，官方会限制该化学品在部分用途中的使用，或完全限制该化学品在英国市场投放。
3月23日，英国政府提出了UK REACH下的首批化学物质限制计划，英国健康与安全委员会（HSE）将负责进行科学评估，英国环境署（EA）将提供必要的支持。
Carrying Out Chemical Restriction-related Work under UK REACH New Regulatory System
UK REACH stipulates that if there is a reliable scientific basis that a chemical poses an uncontrollable risk to human health or environmental health, officials will restrict the use of this chemical in some applications or completely restrict this chemical from being placed on the UK market after a public consultation.
On March 23, UK government raised the first chemical restriction plans under UK REACH, and the UK Health and Safety Commission (HSE) will be responsible for conducting the scientific assessment, with necessary support provided by UK Environment Agency (EA).
